Can my data be recovered after a hard drive crash?

Can you answer Q.T.? Reuben’s question about Data Recovery?:
My hard drive is toast. I’ve been told that the data is lost. If I know that the police can recover data from a crashed drive for evidence, but can it be done for an individual who’s only crime was not backing up files especially the purchased music files. Thankfully I burned all my photographs to CD about a week earlier. Boy, I’m an idiot for not burning my music onto CDs when I had the chance.
