What is the best way to recover data from a dead hard drive?

Can you answer Kelly’s question about Data Recovery?:
I have a compaq laptop the stopped working months ago and i now want to get my data off of it. When I boot up the laptop, it does not load anything other then the “Compaq” boot screen. I have gotten an error message saying something like “1470 error: SMART hard drive fatal failure imminent.
That is close to the error, although i cant reproduce the error message for exact wording. Just need to know the best way to recover data from hard drive, any help would be appreciated.
